OUTLINE OF RE-BUILDING PLAN
After consultations and discussions with the W.F.A Clubs we felt it was necessary to establish credible leadership for the Association, a club focused W.F.A Administration and that the present W.F.A lack the vision for further growth and development of the sport of football.
We set out to identify a team of personnel from the various clubs that can make the change from stagnation to growth and development. This team would provide professionalism, experience, proven leadership with existing area of competence in the development of clubs and football in the parish.
The team is looking initially at a two (2) year period to restructure the W.F.A as a business, to become club focused, and to be financially viable.
To achieve our vision, we have to address the main issues of the present W.F.A.
Main Issues:
A review of the issues affecting the W.F.A as uncovered the following as the main challenges affecting the Association’s ability to serve the sport of football.
1. The present W.F.A. personnel lack the vision, expertise, and have stagnated the growth and development of the sport of football.
2. The inability to attract sponsorship for all competitions.
3. The inability to assist the W.F.A Clubs in times of need.
4. The late start of W.F.A. Competitions annually.
5. Failure to carry out objectives listed in their Manifesto

6. Failure to develop a W.F.A Constitution.
7. Failure to provide training courses for coaches, club management, referees and first aid.
8. Inadequate Administrative support.
9. Failure to communicate effectively with clubs.
10. Failure to plan and execute fundraiser for the W.F.A and clubs.
11. Failure to develop a proper youth development programme.
12. Failure to provide a financial statement annually.
Team Objectives:
The team has put a plan together to address these issues which include the following measurable objectives:
1. Rebuilding strong Administrative units (personnel with the necessary qualification, expertise and experience).
2. Attracting and securing solid sponsorship for all competition.
3. The W.F.A would become a Club Focused Administration and a full-time Administration would be put in place.
4. All football competition will start with the football calendar as other Football Association.
5. Assist with the structuring and development of clubs.
6. To establish a W.F.A Constitution and tailored to suit our needs.
7. Training courses for Coaches, Administrators/Management, Referees and First Aiders will be held annually
8. A comprehensive Youth Development Programme will be implemented.
9. To establish a Football Library at the W.F.A’ s Office, i.e. books, tapes, cd’s on all aspect of Football and its development.
10. We will focus on our football, starting from “the grass root level and build upward.”
The Team’s Strategy
The team realizes that football has now become a business and as such a business approach must be taken. Instead, of looking for handout or relying on sponsorship only the following approach will be taken:
1. JFD Young a Communication Organization whose core business is out door advertising and marketing will be visiting all clubs & Frome Sports Complex to establish a marketing contract of stadium advertising using billboards. The clubs will benefit in two (2) ways; (a) a steady stream of revenue year after year, (b) Corporate Jamaica interest in clubs.
2. Information Technology, we intend to establish a W.F.A website and with joint venture with Negril.com. All clubs would have a website and proceeds from the use of various websites.Negril.com will pay over a percentage of the revenue earned to the W.F.A. A database of players of all age levels will be created.
3. The introduction of a Sport Agent in the W.F.A. will be established and the sale of players to overseas clubs will be sort using the database on the W.F.A website.
4. A Fundraising Events Calendar will be introduced and one fundraising event will be held monthly. The profit will be shared equally among the clubs.
5. Restructure Sponsorship deals and Competitions with more direct benefits to participating clubs. i.e. full gears sponsorships, joint sponsorship.
6. Sports Tourism would build a strategic business alliance between the Tourist Industry and the W.F.A. The staging of football tournaments, festivals, camps and inviting overseas football organizations, clubs and associations to have their vacations in Jamaica while taking part in some form of football events. The major hotels in Negril would work out a complete holiday package, which could be done in the off season. A dialogue is presently in progress with a few of the major hotels in Negril to sponsor a couple of the top International Coaches, Administrators, and Referees in Jamaica free of cost, in return for them to conduct/ offer training courses to the W.F.A. Coaches, Administrators, and Referees.
7. Training of Coaches: Mr. Wendel Downswell’s training, experience and knowledge will be well utilized by the W.F.A. He will be mandated to conduct training courses at all levels in the parish, and have them certified. All coaches will be given the opportunity to be qualified at the level1 and level2 Jamaica Football Federation Certification.
8. Training and the development of Referees in the Parish: Discussion with Hedonism in Negril is in progress for the provision of accommodation sponsorship on weekends for Mr. Peter Prendergast & family and Mr. Charley Barrett & family of the Jamaica Football Federation Referees Committee to provide Referee Training and Development for the W.F.A. The Football Off- season weekends would be used for these sessions.
9. Club Structure and Development:
Mr. Karl Salmon, Manager S.D.C, Miss Keisha-Ann Mulling, Community Development Officer, S.D.C, Miss Juen Campbell, Youth Empowerment Officer
Miss Joy Gordon, Community Mediator, Mr. James Rose, -will be responsible for Developing and Structuring of all the W.F.A Clubs. All personnel are experts in these areas and will be members of the Planning and Development Committee of the W.F.A.
A commitment has been received from a sponsor who will be donating four Computers to the W.F.A which will be use to train all club members in the field of Information Technology. The sponsor will complete the unfinished W.F.A building with a Conference Room in order to facilitate the Evening Classes. The Heart Trust Training Unit could be employed, for the teaching these classes from the basic level (Reading & Writing), to the preparation for CXC Examination. Also, the Heart Trust N.V.T (Vocational Skills Training Unit) i.e. Mechanic, Plumbing etc. will come on stream later on. All Clubs, Affiliates i.e. Members, Managers, Administrators, Coaches, Referees who are in need of these classes must attend.
10. Youth Development: The Trust of the W.F.A’s Developmental Programme will have as its core, emphasis on Youth Development. All Coaches that have proven record of success in coaching Youths will be selected and sponsorship will be sorted to have these coaches professionally trained. An elite group of Coaches will be selected from this panel and recommended to the Jamaica Football Federation for further development. Sponsorship packages will be sorted to have these Coaches financially rewarded.
This parish has an abundance of young talent and as such the staging of the Under 13, Under 17 and Under 20 Competitions will be introduced. A Parish Under 13, Under17 and Under 20 will be selected and will be in constant training by the W.F.A Sport Agent Unit. The Sport Agent Unit will be responsible to seek sponsorship of this programme, and for the development of the Youths. A professional approach will be taken for the Youths of Westmoreland, as it is seen that Westmoreland is full of Youth Talent. A Westmoreland Football Academy is one of the Administration’s long goals. All Club Footballers of all age group will be required to attend this Academy Certified Courses in the following areas:
Certificate or Diploma Course in Football Coaching.
Certificate or Diploma Course in Physical Education.
Certificate or Diploma Course in Sports Nutrition.
Diploma Course in Sports Medicine
Certificate Course in Psychology
Certificate Course in Sports Management
Certified Course in Football Refereeing
Evening Classes in CXC and GCE O’Level Subjects
11. Infrastructure Development: The Frome Complex, despite of the major plan by the Government to have it renovated, the W.F.A will commence with repairs to the playing surfaces. The Government (Minister of Sports) and S.D.F will be contacted for the development of other playing fields in the Parish.
A proposed multi-function stadium is to be build in Negril. The land acquisition is completed and the stadium building proposal is in progress. The Japanese Government and the European Union are the proposed sponsors.
12. Events Staging and Promotion Unit: An Events Management Unit will be put in place consisting of two members of each clubs. Profits from all events will be shared monthly between the W.F.A and all Clubs.
